Final Water and Utility Bills in
Virginia, District of Columbia and Maryland

For those properties in District of Columbia and Maryland the water/sewer account is able to assess a lien against the real property for non-payment. Therefore, in most Maryland counties and District of Columbia, Brennan Title Company will hold an escrow, typically $300, for payment of the final water bill. Once the final bill is received, Brennan Title Company will pay that bill with the escrowed funds and refund any remaining escrow to the seller. In the District of Columbia, Brennan Title Company submits a request for a final water bill on the day of closing via fax and/or e-mail to DC Water.

In Maryland, the seller or listing agent must call in a final water reading to the appropriate water company and ask that the final bill be sent to Brennan Title Company for payment.

In Virginia, water is nonlienable, so we do not hold a water Escrow.

No other utilities are lienable, and therefore, Brennan Title does not pay or hold funds to pay any other utility, and is not involved in the transfer of these accounts from the seller to the buyer.
